Old BMX all aluminum frame serial # IP7H2874 - 8451?
I bought an older BMX possibly late 70's early 80's (Or I could be wrong) all aluminum 4 lb bicycle frame. It has NO manufacturing stamps or stickers. It is brushed aluminum with awesome perfect tig/mig welds. The only numbers on it are - IP7H2874 - 8451. Does ANYONE know what kind of frame this is?

You are probably wrong. To verify that it is Al try to stick a magnet to it. If it sticks, it's steel and if not, it is probably Al. 4 pounds is pretty heavy for Al.
Aluminum frames really weren't made for general consumption until about 1984 and only then for high end road bikes. Diamondback was the first to make an Al BMX frame for their racing bike sometime about 1992 followed closely by Mongoose about a year later.
Based on the serial number it seems to be made by Ideal Bicycle Company in China in 1997, probably sold in the US in 1998. Other than that it is difficult to pin down a specific brand.....
.... now that I think about it, only 2 companies that I know of used hyphenated serial numbers. This was to differentiate their models since they used the same frame on several bikes. One was Huffy. My guess is that yours is a Huffy. Based on the year it could be a Huffy "One Ton" or "Half Ton" model. They were pretty good bikes which belies their brand. This could explain why the brand stickers were removed.
EDIT: I did some cursory investigation and your frame is most likely a Huffy Enigma (if aluminum) or Quarter Ton (if steel). The Enigma had a list price of about $580 complete while the Quarter Ton had a list of about $200.
