I don't think there are many people who wouldn't prefer a fully underground (i.e. subway) alignment for the Red Line. But such an option doesn't even come close to meeting the threshhold for federal funding, without which the Red Line will never be built. So we shouldn't let the perfect be the enemy of the pretty darn good.
Red Line Alternative 4C includes both surface and underground sections. Through downtown and Fells Point, and under Cooks Lane, the Red Line would be in tunnel. On Edmondson Avenue and Boston Street, a surface alignment would be used. TRavel time from Bayview to Charles Center = 12 minutes. Travel time from Fells Point to Charles Center = 4 minutes. Travel time from Edmondson Village Shopping Center to Charles Center = 13 minutes. You can't beat any of those times at rush hour.
Now is the time to get behind a Red Line alternative that works well and will qualify for the necessary federal funds.
