If it says a 20" top tube length, does that mean that it fits 20" tires.?
I am buying bike parts to build a bmx bike and on the web site it sais the frame has a 20" top tube length but it doesnt specifically say the tire size so if it has a 20" top tube length, does that mean it fits 20" tires?
No. it does not. Top tube length is the top tube length only. It is likely for 20" tires (wheels) but you can't tell from a top tube measurement.

Tips for buying my first bmx bike?
Ok so u see what im asking. Im not sure if this matters but I'm about 5'6" i weigh 110 or so lbs, and ive never bought a bmx bike before. I dont want to spend too much on the bike, but i dont want it too be a bad one. Also i was wondering how often the bike parts break and need to be replaced. If You need any more info just ask. i want to prolly either bike street or park. also could u tell me some good brands? Thanks!
First bike is the hardest too choose from. I got my first bike used off of craigslist and got it cheap for $125. Great condition and one of the best bikes out their. For a new good bike you should spend anywhere between $250-$500. Some good brands that make complete bikes are DK, Eastern, FBM, Fit, Kink, Premium, Stolen, Subrosa, United, Verde, Volume, and We the People (the bike I have). All of those are great bike companies that make good bikes. For parts, I suggest get Animal, Odyssey, Mutiny, Failure, Macniel, and Shadow Conspiracy.
